I am a Georgian lawyer and academic based in New York, with more than 25 years of legal experience and a PhD in Public International Law. My country expertise concerns Georgia’s justice system, judicial independence, human rights protection, access to justice and the practical availability of effective legal remedies.
My experience combines legal practice, ECtHR litigation, academic research and senior public administration. I served as First Deputy Minister of Justice of Georgia (2012–2013), headed the International Litigation Division at the Georgian Democracy Initiative (2022–2024), and have directed the Centre for the Rule of Law at the Georgian Strategic Analysis Center since 2019. I have also prepared an expert report on Georgian law for international arbitration proceedings and an amicus curiae brief for the Supreme Court of Georgia. My experience also includes serving as an expert in a 2021 USAID/PROLOG-supported project implemented by Democracy Index Georgia, assessing the quality of judicial reasoning against human rights standards, including relevant ECtHR case law.
My expertise covers Georgian constitutional and administrative law, human rights law, the functioning of courts and other public institutions, judicial independence, prosecution reform and institutional accountability. I analyse the relationship between formal legal safeguards and their practical application, including access to justice and effective remedies.
My expertise extends to the assessment of Georgian law, institutional practice and individual cases across the full range of rights and freedoms protected by the European Convention on Human Rights and its Protocols. I analyse compliance with relevant ECtHR jurisprudence, including the scope of protected rights, permissible restrictions, the State’s obligations, and the effectiveness of domestic remedies. My opinions are grounded in legal analysis and clearly identified sources.
I have practised as an attorney and legal expert since 2000 and I am a member of the Georgian Bar, qualified in both civil and criminal law, with administrative law covered by both qualifications. My work includes human rights, strategic litigation and complex public-law matters. At the Georgian Democracy Initiative (2022–2024), I developed ECtHR litigation strategies, supervised applications and oversaw subsequent procedural communication with the Court.
Selected written expert work:
• Expert report on Georgian law, instructed by Fieldfisher LLP on behalf of the applicant in emergency arbitration proceedings under the Stockholm Chamber of Commerce Arbitration Rules. The report addressed compulsory sale of property to satisfy tax liabilities, a Georgian appellate court decision and tax-liability restructuring.
• Amicus curiae brief for the Administrative Cases Chamber of the Supreme Court of Georgia, dated 15 January 2021, in case No. ბს-1112 (კ-18). The brief assessed property-rights protection under Article 1 of Protocol No. 1 to the ECHR and the length of proceedings under Article 6.
As Director of the Centre for the Rule of Law at GSAC since 2019, I have led analysis of judicial independence and justice-sector reform and provided expert briefings to diplomatic missions, international organisations and donor agencies. I teach public and international law at GIPA (Georgian Institute of Public Affairs).
My project experience includes serving as an expert in a USAID/PROLOG-supported project implemented by Democracy Index Georgia (2021), in which I assessed court judgments in individual cases, examining the quality of their reasoning and compliance with human rights standards, including relevant ECtHR jurisprudence. I also trained NGO representatives on rights protected by the European Convention on Human Rights and procedures for bringing applications before the European Court of Human Rights under an EU-supported project (2023–2024).
I hold a PhD in Public International Law from Tbilisi State University (2018) and a master’s degree in Law and European Studies, Human Rights Track, from the Institute of Higher European Studies, Robert Schuman University, Strasbourg (2007).
