The Expert was born in 1973 in Iraq, Basra city which is adjacent to the Kuwaiti border. In addition to having Kuwaiti relatives, the geographical proximity of Kuwait to the city of Basra enhanced his exposure to the Kuwaiti culture and dialect from his childhood all the way to adulthood. For instance, interacting with Kuwait nationals who used to cross the borders freely during the eighties during which and the Kuwaiti TV channels where mainstream TV in every Iraqi household in Basra.
The exposure to Bidoons was enhanced following the Iraqi invasion to Kuwait in 1990 as many of them were deported by the Kuwaiti authorities and the majority of them lived in the Iraqi cities of Basra and Thi Qar.

Dr. Shaul Gabbay completed a BA at Bar Ilan University and an MA at Tel-Aviv University. In 1991 he received a Presidential Fellowship from the U.S. to continue his studies. In 1995 he completed the PhD program at Columbia University in New York and received an invitation from the University of Chicago for a Post Doctoral program. In 1998 Dr. Gabbay returned to Israel to join the Technion-Israel Institute of Technology. Professor Gabbay joined the University of Denver as the Director of the Institute for the Study of Israel in the Middle East at the Josef Korbel School of International Studies in 2001- 2010.  He continued his research at DU as a Senior Scholar until 2015 when he was appointed Director of the Global Research Institute.

His areas of expertise include Middle East cultures and societal norms,   Middle East conflicts, and human rights issues existing in Muslim societies.  He is regularly cited and acts as a commentator in national and international media such as the Associated Press, CBS, NBC, FOX and MSNBC.

The Expert is a Lecturer in Comparative Politics and International Relations of the Middle East. 

I am a doctoral researcher in linguistic and legal anthropology at the Department of Culture, Communication and Media (CCM), University College London; native speaker of Arabic language with expert technical knowledge of Kuwait’s and Iraq’s cultures and sub-dialects; and with hands-on experience assessing and providing expert evidence on claims of persecution pertinent to arbitrary deprivation of nationality and fundamental rights in Kuwait.  My key areas are society, culture, laws and politics of Kuwait, on which I conducted numerous studies and wrote reports that were commended by legal practitioners and judges as well measured. In my capacity as a country expert of Kuwait, I draw on formal training as Expert Witness at the Refugee Law Initiative; training in Forced Migration Studies at the University of Oxford’s Refugee Studies Centre; and lived experiences as a stateless (Bidoon) Kuwaiti who has been recognised as refugee in the UK on grounds of the 1951 Refugee Convention. My qualifications and approach as a country expert of Kuwait have been accepted by both the UK Government and the Immigration and Asylum Tribunal.

With a solid legal background and specialised knowledge of immigration in the Middle East. I have developed a comprehensive understanding of asylum and country information, especially in the context of  Iraq, Kuwait and the wider gulf region. My experience includes assessing legislative frameworks, analysing national conditions, and case law related to protection claims.
