Expertise

I provide expert analysis on all five Refugee Convention grounds: political opinion, religion, ethnicity, membership of a particular social group (including LGBT and gender-based cases), and nationality, with a focus on the Caribbean region.

This includes:

  • Political persecution of dissidents, protesters, journalists, and opposition members in authoritarian contexts (Cuba, Haiti).
  • Gang violence, kidnapping, and state collapse in Haiti, with widespread threats against women, minors, and activists.
  • Targeting of human rights defenders, unionists, and independent voices in Cuba and parts of the Dominican Republic.
  • Discrimination based on ethnicity, skin tone, and national origin particularly affects Haitians and people of Haitian descent.
  • Gender-based violence and institutional failures to protect victims across the region.
  • Abuse and exclusion of LGBT individuals, including social rejection, police harassment, and a lack of legal protection.
  • Statelessness, lack of birth registration, and barriers to documentation, especially in the Dominican Republic.
  • Reprisal against returnees and deportees, particularly from the US and UK, including surveillance, detention, or violence.
  • Religious repression in Cuba and societal intolerance in other parts of the region.
  • Challenges in access to justice, freedom of expression, and systemic corruption across island states.
